The United States and United Kingdom Reach Tariff-Free Pact on Medicines.

The UK and US have finalized a important commercial pact that will guarantee no duties on UK drug exports going into the American market.

Key Provisions of the Pact

In exchange for the tariff guarantee, the UK has committed to raise spending on pharmaceuticals through the National Health Service (NHS). This commitment ensures that tariffs on these vital products will stay at nothing for a period of the next three years.

This agreement is in response to earlier warnings to hike duties on patented drug products, with potential rates floated up to 100%.

"This agreement between the United Kingdom bolsters the international landscape for cutting-edge drugs and establishes much-needed equity to American-British pharmaceutical trade," an announcement noted.

Commercial Significance

Drugs constitute one of the Britain's most significant goods shipped to the US, which is clearly the largest market for leading British pharmaceutical firms.

Export figures show that in the 12 months leading up to last September, the UK shipped medicines worth £11.1bn to the US. This value represented 17.4% of all goods exports in that timeframe.

"This guarantee safeguards jobs, stimulates capital expenditure and sets the stage for the UK to establish itself as a international leader for medical research," the Business and Trade Secretary stated.

Specific British Pledges

The pact includes several notable pledges from the UK:

  • Price Threshold Increase: The UK will increase the cost ceiling at which it judges new therapies to be unaffordable by twenty-five percent.
  • Boosted Medicine Funding: There is a aim to raise total NHS spending on treatments from 0.3% of GDP to 0.6 percent over the next decade.
  • Payback Limit: The percentage pharmaceutical firms must pay back to the NHS to control costs will be capped at 15%. Last year, rebates topped 20%.

Broader Context

The deal takes place against a long-running row between the sector and the British authorities over drug pricing and approval rates.

These tensions were exacerbated by arguments that US consumers were charged several times more for the equivalent treatments than consumers in the other developed nations.

Over the last 18 months, several significant pharmaceutical investments in the UK have been halted or abandoned, while multi-billion-dollar expansions have been announced toward projects in the United States.

A senior figure stated that the NHS must spend more on treatments, noting that its spending on drugs had shrunk as a percentage of its total funding over the past decade.
