The Collapse of the 28-Clause Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis sparked by the announcement of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been contained. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of missile and drone strikes on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of contrasting events captured the grim essence of the outgoing year. By day, negotiation efforts are conducted: positive announcements are issued from different nations. Considerable effort is devoted on managing specific proposals. By night, Moscow forcefully demonstrates the world that, for them, war remains the primary tool for achieving "settlement".

Nocturnal Warfare

As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track projectile deployments from enemy soil, a ability provided through current data. From observation points, Ukrainian air force fighter jets that had been scrambled to counter approaching cruise missiles flew past – modern combat jets delivered to Ukraine by Western partners.

Moments later, Kyiv's anti-aircraft weapons thundered: defensive missiles fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, probably provided by partner states. Every firing jolts you unexpectedly, rattling buildings. The instant of fear quickly gives way to grim resignation: maybe the incoming missile won't hit its mark this time, preventing destruction from ruin and another blackout.

Continuous Dangers

Not long after, a large-caliber weapon opened up on a aerial vehicle somewhere nearby, part of a rapid response unit – almost certainly allied-provided weaponry. Regrettably, the bullets missed the opposing UAV – it continued its flight toward its target.

With pauses, this continued until dawn. Kyiv greeted the early updates: multiple fatalities, destruction and heating outages in numerous residences as a result of the night's assault. As always, everyone still continued their routines – living the war. But those full day illustrated Ukraine's critical military reliance on external assistance – a reliance that European nations are demonstrably unable to substitute in the immediate future.

Ineffective Peace Efforts

The detailed framework from US administration sparked intense emotion, discussion and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new proposal from American administration adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually achieve victory. This trend will, undoubtedly, continue.

Tactical Assessments

It is tempting to accuse specific actors of repeatedly advocating Russian terms. But that does not seem to be the entire situation. American leadership works based on a premise well known to experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The American government assumes that it is impossible to force Russia to abandon the land that it presently holds in Ukraine's south or east.

The issue is that while recognising this factual reality, US leadership does nothing to prevent Kremlin actions, through statements or actions, from thinking that the status quo will not evolve additionally in its benefit in the coming year.

Divergent Views

Therefore, Moscow is certain that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their reason to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leader remains completely certain in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing lives and land but averting a total frontline collapse until situations evolve in its advantage.

Existing Situation

Factually, there are no genuine requirements for a truce. Now, personal considerations are becoming relevant: personal goals to negotiate peace and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unsuitable, so that their focus does not shift toward internal issues. And although their task will now be considerably more difficult after recent developments, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Assessment and Future

It took a only one week to eliminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, recent disclosures, all achieved their purpose.

While new proposals based on previous concepts are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and show certain reluctance to alter the situation, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, primarily depend on sustained allied backing.
