Sheff Wed Confronts a 'Significant Problem', Declares New Football Authority

'We will play a key role in football's future' - independent football regulator the new chairman

The Championship club's persistent issues constitute a "major concern" and the football regulator is seeking powers to investigate clubs in comparable cases, its new chair David Kogan has announced.

Through a comprehensive talk, the chairman, who was appointed on Monday, expressed "sympathy" towards Wednesday's fanbase.

The regulator engaged with four fan organizations representing the football team recently.

The Championship side have been struggling on and off the field in 2025, with the club failing to pay players on time on five separate occasions, including in September.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a substantial concern for English football," the regulator explained.

"The club represents one of the historic institutions for English football and recently we have met supporters' organizations.

"We're now looking to get powers... which will permit us to bring Sheffield Wednesday - and other clubs referred to us if they need to be investigated and dealt with."

Monetary Issues and Proprietorship Status

Wednesday's embattled owner the Thai businessman indicated in the summer he would be prepared to relinquish control at Hillsborough, but he has failed to complete a sale with potential new owners.

Delayed salary payments on time in earlier this year caused limitations by the football authorities in mid-year, stopping Wednesday from completing any recruitment activities for the following recruitment periods, although that restriction was lifted in August.

Regulator's Perspective

Kogan said: "The position was created for the supporters of Wednesday, Bury or any football club where fans are dedicated to a regional establishment that has represented their community in numerous instances.

"I fully appreciate the team's plight, as I do for each organization that over recent decades have faced collapse, or been close to going to the wall, for reasons that have nothing to do with the followers."

Questioned about whether the oversight body could require an chairman to relinquish a club if they are considered unfit, Kogan said: "When asking whether 'would we intervene in the final instance?', the response would be once we collect the information and know what's going on, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be considered the final option and the regulator would prefer to collaborate with owners.

"Our least desirable course of action is commence engagement with an individual club, an individual owner, without being able to work with that chairman to fix the problems affecting the organization and the owner's facing," Kogan said.

"But the truth is, when you examine the past of the game, over the last 20 or 30 years there have been particular chairmen, few in number, but some who have been irresponsible in the approach they have taken toward their teams and eventually decline to assume obligation for the future."

'Mistakes could erase significant advances'

The chairman convened with officials from numerous teams to explain the responsibilities of the authority recently and stated it constituted a "progressive gathering" with a "high level of engagement" from the National League to the Premier League.

"It's a job that's actually really important, because should mistakes occur, if the world of football gets it wrong, the significant advances achieved necessary will vanish swiftly," the chairman stated.

"This represents everyone's worst fear in the terms of English football is a major achievement - we need to continue the progress.

"Substantial financial resources flowing into the game and has come into football for the past two decades, because certainty is lacking it will keep flowing into the sport, which is one of the reasons why I think we have to adopt a precise perspective on challenges and obviously, of the immediate future."

Elite Division Worries

The Premier League opposed the establishment of an oversight body because of concerns about detrimental effects on the top-flight's competitiveness, but Kogan said: "I fully support the achievement and development as an financial organization of the Premier League.

"As someone who appreciates the worry about compromising the Premier League as a premium product of the nation. But concurrently, if you engage with division representatives after today's meeting, they would have had a significant degree of comfort -and, indeed, they have been telling us in private they have a considerable comfort."

Political Connections

The regulator remains subject to a "thorough examination" by the official appointments authority after he acknowledged providing funds to the Labour Party in the past.

The chairman provided financial support for government minister the minister's leadership bid, along with that of the now Prime Minister Sir Keir Starmer.

"I have fully disclosed my past party membership [with Labour], and that ideological connection terminated the day the official body endorsed my nomination," the regulator explained.

"I am no longer involved in any form of political activity."
